The 2025 DHCS Statewide Needs Assessment and Planning report counts 40 counties opted into the Drug Medi-Cal Organized Delivery System as of January 2025, representing 96.92 percent of California's Medi-Cal population. During SFY 2022-2023, CalOMS Tx recorded approximately 124,182 discharges from detoxification, residential, and outpatient services for about 96,243 unique clients, and approximately 110,363 non-detoxification discharges. 55.1 percent of discharges were standard discharges and 44.9 percent were administrative. A standard discharge is used whenever the client is available to respond to DHCS's outcomes measurement questions.

Health and Safety Code 11834.015 requires the department to adopt the American Society of Addiction Medicine treatment criteria, or an equivalent evidence-based standard, as the minimum standard of care for licensed facilities, and to require a licensee to maintain those standards with respect to the level of care to be provided. DHCS Level of Care designations for those adult houses are 3.1 Clinically Managed Low-Intensity Residential Services, 3.3 Clinically Managed Population-Specific High-Intensity Residential Services, and 3.5 Clinically Managed High-Intensity Residential Services. SNAP reprints the 2010 criteria DHCS adopted for any discharge coded as completed treatment: the client must reduce drug use or be abstinent; the client must participate in social support recovery activities; and the client must stay in treatment for a sufficient length of time to obtain the maximum benefit from participation in the treatment program.

BHIN 24-001's DMC-ODS MAT Policy says members needing or utilizing MAT must be served and cannot be denied treatment services or be required to decrease dosage or be tapered off medications as a condition of entering or remaining in the program. DMC-ODS providers offering MAT shall not deny access to medication or administratively discharge a member who declines counseling services. Providing a member the contact information for a treatment program is insufficient.
